Shri Md.Haroon Rashid

Acting Chairman,Bihar Legislative Council

Mr. Mohammad Haroon Rashid from Janta Dal (United) is a Member of Bihar Legislative Council from Bihar Legislative Assmebly Constituency. He was born on 16th January 1954 at the dabhari tola Chakla under Supaul District. His mother's name is late Zulekha Khatoon and Father's Name is Late Mohiuddin. His Wife's Name is Mrs. Shahnaz Parween. He has two Sons and Daughter. His educational qualification is Post Graduation.

Mr. Rashid took Oath as a Member of Bihar Legislative Council on May 7th2008. During the Student Movement of 1974 he emerged as a Student Leader and a being a member of Student Struggle Committee he strengthened the movement in the following districts of Supaul, Saharsha, Madhepura, Purnia, Katihar and Araria etc. He was sent to jail for several times during 18th march 1974 to 1977 and several prohibitory and preventive provisions including maintainence of Internal Securityv Act(MISA) and Defence of India Rule Act (DIR) were imposed upon him.

He became the victim of police atrocities many times during the movement but due to the distinctive ability of tolerance he absorbe all with great ease. In the Course of the Student Movement he has a Close association with the great leader Lok Nayak Jay Prakash Narayan. To make the movement Successful he took keen interest in making, aware the public and the intellectuals of the Society with the programmes and movements of the Student's by circulating a printed journal name "Sangarshpath".

He became the General Secretary of the Bihar Janta Dal (United) and the Vice President of the State Minority Cell and also hold various posts of Several Social Organizations.He had a privilege to serve as Member of the Central Consumer Protection Committee under Govt. of India,Member Syndicate of B.N. Mandal University Madhepura, Member of Senate & Syndicate of Maulana Mazharul Haque Arabic and Persian University, Member of State Sunni Waqf Board, Member of Bihar State Haj Committee & Member of Bihar State haj Committee & Member of Bihar State Madrasa Board.

He not only took great interest to work for Socio-Economic upliftment of the weaker section, but his perseverence, dedication & passion to work hard in linking them up with main stream of the society in praiseworthy.He always encouraged the youths with the advantages of sports & education & to work with hardship in order to help & benifit for the victims of the Society during Natural Calamities. He always lead a frontal role in organizing musical and poetic events Such as Mushaira & Kavi Samelans, Writing Competitions etc and Several other Social Activities & encourages the youths for the same.

On 5 th August 2015 he assumed the charge of Deputy Chairman at the Bihar Legislative Council & from9 thMay 2017 he is performing the duties of the office and Acting as Chairman under section-184(1) of the Constitution of India

Dr. Syed Farooq, Patron, AIEM

Dr. S. Farooq obtained his M.Sc., Ph. D. & two D. Sc. Degrees, An eminent social activist and philanthropist. Patron of number of Schools & Degree Colleges and associated with a number of State and National level Educational Institutions and Universities. Author of “555 Medicinal Plants”, “101 Herbal Remedies for Cough. He has published and presented over 200 papers in National and International Conferences.

He is also associated with several Government Bodies and Degree Colleges in the State of Uttarakhand. He is Patron number of Schools & Degree Colleges and associated with a number of State and National level Educational Institutions and Universities. . He is the recipient of the President’s Award and has received many National and Internationals Awards, during last 4 decades.

Mr. Amanullah Khan

Chairman, Muslim Education Trust Delhi

An educationist and philanthropist, initiated and established a number of successful public and international schools in Aligarh, Kolkatta, Sewan, Sharjah & Riyadh. Chairman: Siwan Educational and welfare Trust, Bihar Chairman, Muslim Education Trust (IDB Education Trust in India), New Delhi; Chairman, Aligarh Bachchon ka Ghar (An Islamic Orphanage), and Zakat Fund Aligarh and General Secretary, UP Rabita Committee, Aligarh and he is also Head of the Scholarship project of Islamic Development Bank, Jeddah in India over 30 years.

He has a long experience of Management in Publication and Printing industry published about 200 titles in Indian languages. He has visited most of the Countries of the World as official of IIFSO and WAMY. He has attended a large number of Conferences organized and attended throughout the World.

ER. Tariq Azam

He graduated from IIT Madras, Dept. Of Civil Eng. and graduated with first class honours in 1974 and completed his Masters in Geotech. Eng. at Asian Institute of Technology (AIT) Bangkok, Thailand in 1975.

A Member Board of Engineers and Fellow Institution of Engineers Malaysia and an Int’nl Professional Engineer, Ir. Tarique Azam has been involved in design and execution of major building and infrastructure projects in Malaysia, Indonesia, Middle East and North Africa.

He was the Lead-Engineer of the foundation design team for the Petronas Twin Towers in KualaLumpur, the tallest building in the world at the time. He was the Project Director for Senai- Desaru and Project Director (Design) for Malaysia-Singapore Second Crossing and 2,100 MW Power Station Project at Manjung, Perak Malaysia.

After retiring from prestigious company in Maleysia he is currently the Chairman of his family company, President of Anjuman-e-Urdu Malaysia and Chairman of Hilal Foundation, Malaysia. In India, Ir. Tarique is Founder/Vice President of Azam Welfare and Educational Society, Founder/Chairman of Hera Public School and Founder/Chairman of Azam Career Academy at Phadgudia, Azamgarh, UP. He is also founding member of Saiyid Hamid Foundation Delhi.

He has worked as Asst Prof in zoology at Vidjya Bhavan Rural Institute, Udaipur University, Rajasthan and founder Secretary General and Director of Institute of Objective Studies. He has been working in the field of education and social work and is Chairman of Milli Education Trust and Universal Knowledge Trust. He has authored many books including ‘Islam in 21 Century: The Dynamics of Change and Future-making’ which was released by Maulana Dr Kalbe Sadiq, Vice Present All India Muslim Personal Law Board in the year 2014. He is presently Convener of Volunteers of Change, an NGO in Jamia Nagar, New Delhi and President of Delhi Muslim Majilis-e-Mushawrat for last three years.

Anjum Babukhan

She is a great champion of establishing the methodology of Dr. Howard Gardner’s Theory of Multiple Intelligence in schools and believes that the “more ways we teach the more children we reach!” The award-winning Glendale group of Institutions have been a pioneer in implementing the full Multiple Intelligence spectrum in their pedagogy for over 20 years. Anjum has also participated in Harvard University’s Project Zero from where she has incorporated cutting-edge learnings to share with the education fraternity.

Anjum has to her educational assets an honours baccalaureate in Psychology from Loyola University of Chicago. She became the President of Psi Chi International Honors Society in Psychology and this experience added to her proactivity in humanistic initiatives. Anjum won the Psychology Award for her honor’s thesis, “Savouring the Positive” exemplifying her positive and exuberant attitude towards life! She also pursued an M. Ed. in Educational Administration and Instructional Leadership from the University of Illinois before she moved to India to establish a large education group and teacher training institute.

Anjum is a blend of east and west: born and brought up in US and moving to India after marriage. She lives in the twain where she combines the best of both worlds when it comes to learning and enrichment. Anjum believes in “learning and leading” and is continuously equipping and upgrading her knowledge with courses from around the world be it, Cambridge, Harvard, Singularity University or Stanford. Her blend of leadership combined with intellectual accomplishments has empowered and enriched the lives of tens of thousands across many students, teachers and parents. As a lifelong learner herself, she visualises herself as a bee gathering nectar from myriad flowers of knowledge and synthesising it to create the sweet honey of wisdom in education!

Dr. Shahida Murtaza

Shahida has an Msc in Anthropology and a doctorate in Reproductive Health from the department of Anthropology, Karnataka University, Dharwad .She has served in four universities in different capacities-as a researcher and as a teacher. For the last two and a half decade she has been actively involved in gender issues. Her areas of academic interest are gender concerns in health, human rights, rural development and unorganized sector. She has keen interest in Muslim Women’s status and trying to gauge the difference between the Text and the Context. She has been contributing to feminist scholarship through her writings and publications. She has to her credit three books. She has participated and shared her scholarship at various International forums held at Montreal, Canada, Madrid, Bonn, Berlin, Atlanta, etc.

She is presently serving in the Department of Women Education as Professor and Head, at Maulana Azad National Urdu University, Hyderabad, India. Here she is teaching Women’s Studies to post graduate students and serves as research guide. She has several students under her guidance pursuing their M.Phil and P.hds. She is also serving as Joint Proctor and has chaired the Committee against Sexual Harassment and RTE etc.. She is working on a major Research project funded by University Grants Commission. The project aims at bridging the knowledge gap between rural and urban populace through digitization.

Dr. Javed Jamil

Dr. Javed Jamil may well be regareded as one of the most powerful thinkers of the current times in the Islamic world. On one hand he has launched an ideological onslaught against the scientific and social philosophies of the New World Order and their devastating impact on humanity and is presenting alternative Islamic paradigms; on the other hand he is busy preparing plans for comprehensive empowerment of Muslims. His concerns are for the whole humanity and he presents Islam not just for Muslims but for the benefit of the whole mankind. If he dreams of an empowered and united Muslim Ummah, it is not because he wants them to dominate but because he wants them to work for the humanity under the guidance of Divine System seeking cooperation of all the religious communities and right minded people. His works cover a long range of fields, from medicine to religion, social issues including economics, current affairs, physics, political sciences, philosophy, literature (Urdu poetry) and planning.

Dr. Syed Areefulla Hussainy

He is having 13 years Teaching experience and 2 years Industrial Experience. He has presented more than 40 papers in National and International Seminars/conferences. He has 16 Research Paper Publications in Peer reviewed Journals and also guided 16 PG students as Research Supervisor. As an Academician, he visited as Evaluator/Guest Lecturer/ Orator in several institutions including Government Universities like Mahatma Gandhi University, Nalgonda. He attended several Workshops & QIP conducted by Govt agencies like CSIR, DBT, IIT, MHRD, OU, JNTU, KU etc.

Prof. Khwaja M. Shahid

I have more than ten years experience of academic administration as Registrar, Director (ISTM), Pro Vice Chancellor and Vice Chancellor (I/c). In addition, I have also worked in UPSC where subject like examination reform was handled by me.
During my tenure in the Ministry of Industry, Govt of India, I was on the Board of Directors / Management of many reputed companies and research institutions. I, therefore, have relevant experience of managing both industrial and academic research.

During my tenure as Registrar, Jamia Millia Islamia I managed the transformation of a deemed university to a Central University which was highly appreciated. I established and operationalised new academic programmes and administrative and legal systems of the University.

I developed, designed and implemented a Management Development Programme (MDP) for non-teaching staff. The pilot project was launched in collaboration with Association of University Administrators. Thereafter, MDP was implemented for the staff of all Central Universities with the approval of UGC. The said programme was subsequently adopted by UGC for Career Advancement Scheme of the non- recommended a programme for development of non-teaching staff on the same lines.

I have also worked as head of institution as Director, Institute of Secretariat Training and Management, New Delhi. As Director, I immensely upgraded the profile of the institute by modernization of Seminar / Conference facilities, setting up of ICT Lab / Video Conferencing Lab, addition of Capacity Building programmes, launching e-training Management System, new publications and organization of lectures, Workshops and Seminars on contemporary issues.

I have been member of various important committees including Expert Committee of Ministry of Minority Affairs for setting up three Universities, AMU Committee to review University Act and Statutes and Government of India Committee to review National Training Policy.

I have a rich international experience of dealings with institutions like Asian Institute of Technology, Bangkok; Asian Institute of Management, Manila; International Centre for Promotion of Entrepreneurship, Slovania; Commonwealth Secretariat, London; SAARC Secretariat and other international organisations like ILO, UNIDO, APO, Tokyo etc.

Throughout my career I have been actively associated with various educational institutions including national level R&D institutions of industrial sector, schools, colleges and universities. I have a rich experience of administrating and managing institutions of higher education and also working in the government departments. My varied and wide experience is in the areas of development of institutions, educational management, policy planning and management of research. I have also done PhD in educational management. My specific expertise is in capacity building.

Regulated more than fifteen thousand higher education/teacher education institutions across the country. Chaired a High Powered National Committee on Reforms in NCTE constituted by the MHRD, Govt. of India in 2015 and submitted its report to the Government in 2016 containing several recommendations for bringing reforms in the NCTE and the teacher education system.

Prof. Nasir Ahmad Khan

Prof. Nasir Ahmad Khan is a founder Head of Quality Assurance Department, Mazoon University College, Muscat, Sultanate of Oman. He obtained his M.Sc. from Aligarh Muslim University, Aligarh, India and Ph.D. from Bayero University, Kano, Nigeria.

Prof. Nasir has been NRI for 40 years and has an extensive experience in teaching and research from Nigeria, United Arab Emirate and Sultanate of Oman and served colleges/universities for 40 years abroad. Attended training workshop in Curriculum Development in Nigeria and has worked on curriculum development. He was a committee member for both academic & administration for setting up a new University (Muscat University) in Oman.

He has made significant contributions and published research papers in reputable journals. He is the author of several books including “Foundation of University Mathematics”. He was actively involved as a member of Accreditation team at Preston University, Dubai Served as a team leader for Accreditation process of Mazoon University College in 2005 and afterwards. He has participated in international conferences

on Accreditation and Quality Assurance in Higher Education in Oman, England, Spain, India, Malaysia and Thailand and presented papers. During the past fifteen years, he participated in several training workshops on Accreditation & Quality Assurance organized by Oman Academic Accreditation Council (OAAA) and Ministry of Higher Education, Oman.

Born in Azamgarh, UP(India) on 20th Feb, 1950 and obtained his elementary education at Phadgudia village Madrasa and Islamia Primary School. Completed high school at a nearby higher secondary school and Intermediate (UP Board) from Shibli National College, Azamgarh in 1969.

He entered in the same year IIT Madras, Dept. Of Civil Engg. And graduated with first class honors in 1974. He completed his Masters in Geotech. Engg. At Asian Institute of Technology (AIT) Bangkok, Thailand in 1975.

A Member Board of Engineers and Fellow Institution of Engineers Malaysia and an Int’nl Professional Engineer, Ir. Tarique Azam has been involved in design and execution of major building and infrastructure projects in Malaysia, Indonesia, Middle East and North Africa. The projects include high-rise buildings, highways, railways and powerstations.

Ir. Tarique retired in March, 2011 from the position of Chief Executive Officer of Ranhill Engineers and Constructors and Executive Vice President of Ranhill Berhad a public listed company in Malaysia.

He is currently the Chairman of his family company (Tasnif-Azam Holding Sdn Bhd), President of Anjuman-e-Urdu Malaysia and Chairman of Hilal Foundation, Malaysia.

In India, Ir. Tarique is Founder/ President of Azam Welfare and Educational Society, Founder/Chairman of Hera Public School and Founder/Chairman of Azam Career Academy Phadgudia,Azamgarh, UP.

He is also one of the Directors of All India Educational Movement (for Asia Pacific) and Founding member of Syed Hamid Foundation Delhi.

He has great passion for promoting holistic broad based basic quality education in the under-privilaged communities, specially in his native place Azamgarh.

Prof. Dr. Mohd Mumtaz Ali

Professor Dr. Muhammad Mumtaz Ali was born in Hyderabad, India in 1955. He started his career as an Assistant Professor in International Islamic University, Malaysia in 1987. Since then, he has been serving in the same University. Currently he is in the Department of Usul al-Din and Comparative Religion, Kulliyyah of Islamic Revealed Knowledge and Human Sciences. He taught in the beginning the history of modern Islamic thought. Later, he developed interest in several areas of Islamic thought such as Developmental Studies, Modernization, Epistemological and Methodological Studies, Critical Thinking, Philosophy of Science and Modernity. He taught courses related to these areas. He has been teaching the courses to the students of all levels of studies, undergraduates, graduates and Ph.D. He has produced several text books from Islamic perspective. His books in Islamization of Knowledge are considered as best seller books in the campus. In 2014 and 2016 he was awarded the National Book Awards for his books, Issues in Islamization of Human Knowledge: Civilization Building Discourse of Contemporary Muslim Thinkers and Islamization of Modern Science and its Philosophy: A Contemporary Civilizational Discourse. Prof. Ali is currently serving as Chairman of Committee for Postgraduate Studies and Committee for Seminars in the Department of Usul al-Din and Comparative Religion. Keynote Addresses in various international conferences in Malaysia and abroad. Several of his research based articles have been published in journals which address the area of Islamic thought. Professor Qamar, in his illustrious academic career spanning over three dec-ades, has held the position of Professor and founder Director of the Centre for Management Studies at Jamia Millia Islamia, a Central University in Delhi; Ad-visor (Education) in the Planning Commission of India; Vice Chancellor of the University of Rajasthan at Jaipur; and the first and founder Vice Chancellor of the Central University of Himachal Pradesh at Dharamshala.

With keen research interest in public policy in higher education, Professor Qamar has been actively engaged in research and has published books and papers in journals of repute on such themes as educational planning and ad-ministration, financing of education, cost savings and resource use efficiency in education and quality and excellence in higher education. Being the Chairman of the National Commission for Minority Educational Institutions, Govt. of India, Justice M.S.A. Siddiqui played vital role in solving various educational problems of minority educational institutions such as; NOC for starting Medical, Engineering and Other professional colleges and NOC for starting centrally affiliated CBSE and ICSE institutions; recognition from Central and State Board, appointment of teaching and non‐teaching staffs, grant‐in‐aid to institutions, affiliation to university, up‐gradation of schools, constitution of management committee, percentage of students to be appointed; reservation criteria etc.

More than anything the biggest contribution of Justice Siddiqui is that he succeeded in convincing the Muslim community that its salvation lies in acquiring strong knowledge economies powered by information, technology, innovation and education.

During his tenure as Chairman of the National Commission for Minority Educational Institutions, he persuaded Muslim community to establish Centres of Excellence for the empowerment of Muslim community through education. That apart, on his persuasion more than 5000 primary schools were established. Due to his concerted efforts modern education was introduced in the Madarsas.

The Former HRD Minister Shri Arjun Singh in his autobiography ‘A Grain of Sand in the Hourglass of Times’ page no.372, that, “An Ordinance was promulgated in December 2004 establishing a National Commission for Minority Educational Institutions (NCMEI) and a retired judge of Delhi High Court, Justice M.S.A Siddiqui, was appointed as its first chairperson. Having completed his first term of five years with great distinction, Justice Siddiqui was given a second term. This Ordinance was later approved by parliament and became the NCMEI Act. This commission has been given judicial powers to intervene not only to declare institutions with minority status as ‘minority institutions’, but also to effectively curb the misuse of such status by institutions. The NCMEI has till date come to the rescue of nearly 320 entities that were struggling to get themselves declared as minority institutions”.
